The meeting, sought by ADAPT activists, is the culmination of two years of ADAPT protests against the NGA and the many Governors that refuse to implement Medicaid waivers that would allow people with disabilities - young and old - to receive needed services in their homes instead of nursing homes and institutional settings.
Governors Tommy Thompson of Wisconsin, and George Voinovich of Ohio met with ADAPT protesters after an NGA reception Saturday evening, August 1, 1998 in Milwaukee, WI.
ADAPT is seeking gubernatorial, Presidential and Congressional support for the reintroduction of the Medicaid Attendant Services Act, or "MiCASA" (HR 2020). First introduced in 1997, MiCASA would change the institutional bias that currently exists in the long term care system by allowing for a real choice of where attendant services are received. 'The concept is simple" said one ADAPT member, "The money would follow the person."
During an afternoon press conference at the Midwest Conference Center, the site of this years annual NGA meeting, "Golden Urinal" awards were presented to ADAPT's Ten worst states in recognition of their provision of poor community based, long term care services. Later in the day, ADAPT members marched to the Cudahy Towers, the site of the Governors reception. "We want them to know we won't go away" said Karen Tamley, a Chicago ADAPT organizer. "People with disabilities must have a 'Real Choice" in where they receive attendant services.
