Memphis has no Transition Plan.
What does that mean?
- First: as in January of 1995 when the city had $6 million set aside for ADA compliance, the city can redirect that money to other projects. Not because that is legal, but because there is NO PLAN.
- Second: The city can have stupid improvements like the North End Terminal (That I hear is reasonably accessible). Don't try to cross the street, however, because there are only curb cuts on the terminal side of the street.
- Third: The city can continue to drag its feet in making the city accessible to all Americans. They will continue to say "It's too expensive, we don't have that kind of money." They don't have the money because the city has failed to do the very simple task of writing a plan.
- Fourth: The city has already cost itself a huge amount in negligently ignoring the Federal Law. Not only would a plan have made improvements more efficient through coordination, but the delay means that the money for complying with the ADA will only be spread out over seven years rather than 15. In other words, more than double the cost!
