Recently the City of Memphis Law Division has circulated a PUBLIC NOTICE. It is obviously an attempt to comply with Title II of the 1990 Americans with Disabilities Act although it is eight years behind schedule.
The PUBLIC NOTICE states the City of Memphis policy not to discriminate. It revealed the City ADA Coordination Team members, responsibilities of the team and stated the complaint/grievance procedure.
The obvious omissions were individuals with disabilities in the roles of responsibility for compliance with the ADA. The federal civil-rights law does not require any quotas, but the Department of Justice clearly recommends that people with disabilities be included and have responsibility for implementation.
Memphis is comfortable putting our civil-rights in the hands of five people that do not have disabilities. They probably know what is best for us.
