Dear Mr. Lopez,
I am writing in support of the complaint of Ms. Frances Uttilla concerning discrimination of the Memphis Area Transit Authority (MATA).
Ms. Uttilla was denied service by a MATA paratransit reservation agent. The MATA agent told her that her destination was outside the service area at the time she requested. Consulting a map of Memphis, it is easy to determine that Ms. Uttilla's request is clearly within the service area of both bus routes 50 and 52. Other paratransit riders made similar requests and were provided service. Mr. Melvin Douglas confirmed his reservation with the same agent that denied service to Ms. Uttilla.
The Memphis Center for Independent Living is concerned that the reservation agents at MATA are using misinformation as an artificial capacity constraint. Ms. Judy Neal made a similar written complaint concerning misinformation given by a reservation agent. I have enclosed a photocopy of that complaint, along with MATA's response. MATA failed to investigate or respond to Ms. Neal as they promised.
In addition to compensating Ms. Uttilla somehow for the incident of discrimination she has witnessed, we hope that the FTA Office of Civil Rights could:
