The Draft of MiCASSA 1999
Well as we may be seeing the light at the end of the tunnel on the
impeachment trial, the great freeze on other legislative issues is hopefully
coming to an end... Enclosed is the new version of MiCASA for the 106th
Congress. Taking many of your suggestions on ways to make the bill better
we have come up with MiCASA II, or as it can now be called MiCASSA. The
purpose and main points of the bill remain the same, but some changes were
made to clarify the original intent. Also the format was changed for
clarity too.
The main changes include: Since there was so much misunderstanding among the older and developmental disability community folks regarding what was meant by "attendant services" in the HR 2020 version (hereafter old version) we changed the phrase to "attendant services and supports." The services are the same as those originally intended in the old version, but it is now clearer that cognitive assistance is included. Hence, Medicaid Community Attentant Services and Supports Act, MiCASSA.
A maintenence of effort piece was included (pp. 10 -11) as many had requested.
The "ors" were changed to "ands" in the types of service delivery models which states must provide, so it was clear the intent was for states to provide choice of delivery systems.
The bill has two purposes and these were disentangled for the sake of clarity:
A purposes and findings section was added, which is helpful in establishing intent, both as the bill moves through Congress and later on. Better clarification of what is meant by "consumer directed" since this is a relatively new concept for some bureaucrats.
Unless we hear from you by February 15th, we will assume your organization wants to remain listed as a MiCASSA supporter.
We have been working on both House and Senate Sponsorship for the bill in the 106th Congress. We have several Congress people interested, but nothing has been finalized.
